A LAW WRITTEN BY SEX WORKERS FOR SEX WORKERS

Sex work has long been debated in German politics and society — but rarely with sex workers at the table. Let’s change that.

THE BACKGROUND

Currently, sex workers in Germany work under a piece of legislation called the ProstitutionsSchutzGesetz (or ProstSchG for short) which was introduced in 2017 and was intended to improve our lives and working conditions. Spoilers; it did not. It created new hurdles and exacerbated existing problems. So we wrote our own law. In 2025, an official review of that legislation was published. Now, a commission of experts has been put together to suggest law reforms based on this official review. Yet no sex workers are part of this commission. We say: Nothing about us, without us! To create positive change, make our draft law and our demands the foundation of any reforms.

WHAT IS THE SAG?

The SAG is a draft law document written directly from the perspective of sex workers themselves. It summarises our criticism of existing legal regulations and describes concrete demands and measures to improve our living and working conditions in Germany. Our goal with this draft is to intervene in the debate, raise awareness of the concerns of sex workers, and achieve long-term legal implementation of these demands.


WHO WROTE IT?

In the period between November 2024 and April 2025, sex workers from all over Germany were invited to a series of six workshops. During these, we exchanged views, analysed various legislative models from other countries (e.g., Belgium, New Zealand and Sweden), and ultimately developed our own proposal that reflects our vision for fairer and safer legislation.


WHAT ARE SOME OF THE MAIN POINTS OF THE SAG?

  • Decriminalisation of all consensual adult sex work.

  • Legal recognition of sex work as labour.

  • Improved access to social security, health care, safety and justice, information, housing and workplace protections.

  • An end to police raids and surveillance in sex work spaces.

  • The repeal of harmful "Prostitute Protection Act" provisions including mandatory registration of sex workers.
